This workshop will assist participants in understanding the requirements of the U.S. EPA's new Compliance Assurance Monitoring (CAM) rule, expected to be promulgated in Fall 1997. The rule sets monitoring requirements that major sources of air pollution must meet under the Clean Air Act. The rule relies on monitoring requirements in existing rules and establishes new requirements only in situations where other clean air regulations do not contain such monitoring provisions. The CAM rule focuses on operation and maintenance procedures by requiring that sources demonstrate that they have properly installed effective control equipment and are maintaining it properly. The new CAM rule replaces a much more stringent and controversial enhanced monitoring rule proposed by EPA in October 1993.

          The workshop will cover the requirements of the CAM rule, including applicability and implementation, elements of a CAM plan, applicable indicator ranges, use of the guidance document, and compliance certification issues. It will also delve into the interaction with EPA's controversial new Credible Evidence rule. Case studies will be presented on building a monitoring plan and implementing a compliance plan for different industries.
