Overview of State Regulations
Rhode Island has adopted federal asbestos regulations and has state regulations for asbestos. The state regulations cover issues such as asbestos removal, inspections, and licensing of contractors, consultants, and laboratories. The state not NESHAP-delegated by the EPA Region 1.
State/Federal Agencies Involved with the State Asbestos Program
The following agencies/entities have asbestos-related regulatory and enforcement responsibilities in Rhode Island:
A. The Rhode Island Department of Health, Asbestos Program (contact phone (401) 277-2303 , general phone (401) 277-3601) is involved in the following state/federal asbestos enforcement/requirements:
- training courses - The state training course program for asbestos personnel is fully approved by MAP.
- certifications of asbestos workers, labs, consultants
- licensing
- pre-abatement notifications/approvals
- permits, a letter of approval of plans
- review of abatement designs
- NESHAP/demolition/renovation/wet/tag/bag/bury
- AHERA/schools (inspections)
- site audit/inspections
- laboratory and analyst requirements/certifications
- sampling/site clearance requirements
