Abstract:

Official protraction diagrams (OPDs) and leasing maps (LMs) are approved diagrams depicting areal measurements, coordinates, boundaries, and Federal and State land ownership for the Minerals Management Service (MMS) Outer Continental Shelf (OCS) cadastres in accordance with 30 Code of Federal Regulations (CFR) 256.8.

          NAD 27 OPDs and LMs at 1:250,000 scale delineate the five OCS cadastres used for the MMS offshore program:

          1. OPDs based on the Universal Transverse Mercator (UTM) grid but using English coordinates and areal measurements (feet and acres, respectively) in the portions of the Gulf of Mexico not covered by LMs.

          2. OPDs based on the UTM grid using metric coordinates and areal measurements (meters and hectares, respectively) throughout the remainder of the EEZ not covered by LMs.

          3. LMs based on a seaward extension of the California State Plane Coordinate System (SPCS) offshore of southern California.

          4. LMs based on a seaward extension of the Louisiana SPCS offshore of Louisiana.

          5. LMs based on a seaward extension of the Texas SPCS offshore of Texas.

          OPDs use the UTM projection and reference the Clarke 1866 Spheroid. LMs use the Lambert projection and reference the Clarke 1866 spheroid. Full cadastre grid blocks on OPDs are 15,840 by 15,840 feet in the Gulf of Mexico and 4,800 by 4,800 meters throughout the remainder of the EEZ. Full cadastre grid blocks on LMs are generally 15,840 by 15,840 feet, but with variations.

          Under provisions of the OCS Lands Act, OPDs and LMs depict boundaries projected seaward from a baseline " the "State Seaward Boundary" (generally 3 geographical miles or 3 marine leagues, as appropriate for the particular coastal State) and the Limit of "8(g) Zone" (generally 3 geographical miles beyond the State Seaward Boundary). Non-projected maritime boundaries are depicted as stipulated in the treaty, international agreement, court decree, etc. establishing the boundary. Areal measurements and distances for fractional cadastre grid blocks along UTM zone boundaries and partial cadastre grid blocks adjoining international maritime boundaries and OPD/LM interfaces are depicted, usually to 2 decimal places. Areal measurements for Federal and State land ownership, projected boundary coordinates, and computational baseline coordinates for cadastre blocks adjoining the State Seaward Boundary and the Limit of "8(g) Zone" are portrayed on Supplemental Official OCS Block Diagrams (SOBDs).

          NAD 83 OPDs at 1:250,000 scale delineate a new cadastre, strictly adhering to the definitive parameters of the NAD 83 UTM grid system. OPDs use the UTM projection systems and reference the Geodetic Reference System of 1980 ellipsoid. Full cadastre grid blocks are 4,800 by 4,800 meters. Areal measurements and distances for fractional blocks along UTM zone boundaries are depicted in hectares to 6 decimal places and 3 decimal places, respectively. Areal measurements for Federal and State land ownership, projected boundary coordinates, international maritime boundary coordinates, and computational baseline coordinates for cadastre blocks adjoining the State Seaward Boundary, the Limit of "8(g) Zone," and international maritime boundaries are portrayed on SOBDs.
