Overview of State Regulations

          Vermont has adopted federal asbestos regulations and promulgated state asbestos regulations. The state is not NESHAP-delegated by the EPA Region 1.

          State/Federal Agencies Involved with the State Asbestos Program

          The following agencies/entities have asbestos-related regulatory and enforcement responsibilities in Vermont:

          A. The Vermont Department of Health, Division of Environmental Health, Asbestos and Lead Regulatory Program (contact phone (802) 863-7231, general phone (802) 863-7200) is involved in the following state/federal asbestos enforcement/requirements:
        • training courses - The state training course program for asbestos personnel is fully approved by the EPA Region 1.
        • certifications

          Laboratory Requirements

          There are state-specific accreditation requirements for analysts performing asbestos analyses. Analysts need to be certified for each type of asbestos analysis they perform.
