Overview of State Regulations

          South Carolina has state regulations for work practices section in addition to the adopted federal asbestos regulations. State regulations cover issues such as work practices, abatement, disposal, and licensing.

          State/Federal Agencies Involved with the State Asbestos Program

          The following agencies/entities have asbestos-related regulatory and enforcement responsibilities in South Carolina:

          A. The South Carolina Department of Health and Environmental Control, Asbestos Section (contact phone (803) 734-4517, general phone (803) 734-5360) is involved in the following state/federal asbestos enforcement/requirements:
        • training courses - The state training course program for asbestos personnel is fully approved by the EPA Region 4.
        • licensing of contractors and individuals, and some facilities
        • pre-abatement notifications/approvals
        • permits
        • NESHAP/demolition/renovation/wet/tag/bag/bury
        • site audits/inspections
        • sampling/site clearance requirements
