Overview of State Regulations
Louisiana has state regulations that are parallel to Federal EPA regulations for asbestos. However, there are no thresholds for abatement reporting in the state regulations. The state is NESHAP-delegated by the EPA Region 6. Parishes and cities may have their own asbestos regulations and notification requirements.
State/Federal Agencies Involved with the State Asbestos Program
The following agencies/entities have asbestos-related regulatory and enforcement responsibilities in Louisiana:
A. The Louisiana Department of Environmental Quality, Air Quality Compliance Division, Asbestos and Lead Section (contact phone (504) 765-2682 , general phone (504) 765-0741) is involved in the following state/federal asbestos enforcement/requirements:
- training courses - The state training course program for asbestos personnel is fully approved by the EPA Region 6.
- certifications
- pre-abatement notifications/approvals
- NESHAP/demolition/renovation/wet/tag/bag/bury
- AHERA/schools
- site audit/inspections
- laboratory and analyst requirements/certifications
- sampling/site clearance requirements
- transportation - waste shipment records, etc.

- transportation - vehicle registration
- disposal - landfill permits,
D. The Louisiana OSHA Office (general phone (504) 389-0474) is involved in the following federal asbestos enforcement/requirements:
