State Regulations

          Florida has adopted federal asbestos regulations. Some counties have their own asbestos requirements.

          State/Federal Agencies Involved with the State Asbestos Program

          The following agencies/entities have asbestos-related regulatory and enforcement responsibilities in Florida:

          A. The Florida Environmental Protection Agency, Asbestos Unit (general phone (850) 488-1344, contact phone (850) 921-9521) is involved in the following state/federal asbestos enforcement/requirements:
        • pre-abatement notifications/approvals
        • review of abatement designs
        • NESHAP/demolition/renovation/wet/tag/bag/bury
        • laboratory and analyst requirements/certifications.

          B. The Florida Department of Labor and Employment (contact phone (850) 922-8955) is involved in the following state/federal asbestos enforcement/requirements:
        • OSHA/worker safety/medical surveillance.

          C. The Florida Asbestos Licensing Unit (general phone (850) 488-3109) is involved in the following state/federal asbestos enforcement/requirements:
        • training courses - The state training course program for asbestos personnel is fully approved by the EPA Region 4.
        • licensing.

          D. The Florida Department of Environmental Protection, Division of Solid Waste (general phone (850) 488-0300) is involved in the following state/federal asbestos enforcement/requirements:
        • disposal.

          E. Several Florida Counties (Duval, Jacksonville, Hillsboro, Orange, Broward, and Pinellas) have their own asbestos programs and requirements. Other counties are in the process of preparing similar asbestos programs. For all asbestos work, contact the host county for the following county/state/federal asbestos enforcement/requirements:
        • pre-abatement notifications/approvals
        • NESHAP/demolition/renovation/wet/tag/bag/bury
        • site audit/inspections.

          F. The EPA Region 4 (contact phone (404) 562-8979) is involved in the following federal asbestos enforcement/requirements:
        • pre-abatement notifications/approvals
        • NESHAP/demolition/renovation/wet/tag/bag/bury
        • AHERA/schools
        • site audit/inspections of landfills and jobs

          G. The Florida OSHA Office (general phone (904) 232-2895) is involved in the following federal asbestos enforcement/requirements:
        • OSHA/worker safety/medical surveillance
        • site audit/inspections.

          Laboratory Requirements

          The State of Florida has adopted the federal asbestos regulations and created some additional requirements. One of the additional requirements makes asbestos contractors responsible for overseeing laboratories performing asbestos sample analysis. Contact the Florida Environmental Protection Agency, Asbestos Unit for details.

          Federal regulations require laboratories and analysts performing asbestos analyses to be properly accredited. Contact the two following organizations for accreditation information:
