Overview of State Regulations
Ohio has county/state asbestos regulations in addition to adopted Federal EPA regulations for asbestos. The state is NESHAP-delegated by the EPA Region 5.
State/Federal Agencies Involved with the State Asbestos Program
The following agencies/entities have asbestos-related regulatory and enforcement responsibilities in Ohio:
A. The Ohio EPA, Division of Air Pollution Control (contact phone (614) 644-3615 , general phone (614) 644-2270) is involved in the following state/federal asbestos enforcement/requirements:
- training courses - The state training course program for asbestos personnel is not approved by the EPA Region 5.
- pre-abatement notifications/approvals
- permits for disposal at landfills
- NESHAP/demolition/renovation/wet/tag/bag/bury
- site audit/inspections
- sampling/site clearance requirements
- disposal
B. The Ohio Department of Health, Quality Assurance, Diagnostics, Safety and Certification (contact phone (614) 644-8665, general phone (614) 466-3543) is involved in the following state/federal asbestos enforcement/requirements:
- training courses
- certifications
- licensing of abatement contractors, companies
- pre-abatement notifications/approvals
- AHERA/schools
