Overview of State Regulations

          California has state asbestos regulations for asbestos. OSHA is covered under Federal standards in California. The state is NESHAP-delegated by the EPA Region 9.

          State/Federal Agencies Involved with the State Asbestos Program

          The following agencies/entities have asbestos-related regulatory and enforcement responsibilities in California:

          A. The Department of Toxics Substance Control (contact phone (916) 324-2438) is involved in the following state/federal asbestos enforcement/requirements:
        • laboratory and analyst requirements/certifications
        • transportation
        • disposal

          B. The Cal OSHA (contact phone (916) 574-2993), is involved in the following state asbestos enforcement/requirements:

        • AHERA/schools
