Abstract:

The US Army Corps of Engineers (USACE) manages and executes engineering, construction and real estate programs for the Army and the US Air Force. Its mission includes research and development, planning, designing, constructing, operating and maintaining activities related to rivers, harbors, and waterways. The Corps administers protection and preservation of navigable waters and related resources such as wetlands, and provides comprehensive engineering, management and technical support to the Department of Defense, other agencies, State and Local governments.

          Specifically, the USACE plans, designs, builds and often operates and maintains projects that provide river and harbor navigation, flood control, water supply, hydroelectric power, environmental restoration, wildlife protection and recreation. It undertakes disaster relief and recovery work, and operates the Nation's largest real estate program, with holdings at military installations and civil projects. The Corps puts to work engineering, contracting and construction management skills for other Federal agencies on missions ranging from toxic waste clean-up for the Environmental Protection Agency to construction of space facilities for NASA.

          The USACE is divided into the following divisions: Great Lakes and Ohio River Division (CELRD), Mississippi Valley Division (CEMVD), North Atlantic Division (CENAD), Northwestern Division (CENWD), Pacific Ocean Division (CEPOD), South Atlantic Division (CESAD), South Pacific Division (CESPD), and Southwestern Division (CESWD). Each division contains from 4-7 district offices. The Corps also maintains the following research laboratories and research centers:

          Topographic Engineering Center (TEC) - The TEC has developed knowledge and research capability in fields which make extensive use of remote sensing technologies and spatial data development and generation. These include terrain analysis and characterization, passive and active spectral signature identification, photogrammetry, precision surveying and mapping, high accuracy global positioning system (GPS) development, image analysis, data management, geographic information systems (GIS), and data/image fusion.

          Cold Regions Research and Engineering Laboratory (CRREL) - CRREL is a unique facility that addresses the problems and opportunities unique to the world's cold regions. The mission of the CRREL is to gain knowledge of the cold regions through scientific and engineering research -- and put that knowledge to work for the Corps of Engineers, the Army, the Department of Defense, and the nation. CRREL is the DoD's only laboratory that addresses the problems and opportunities unique to the world's cold regions.

          Construction Engineering Research Laboratories (CERL) - The CERL is the lead laboratory in the Army for research to support sustainable military installations. CERL's research is directed towards increasing the Army's ability to more efficiently construct, operate, and maintain its installations and ensure environmental quality and safety at a reduced life-cycle cost.

          Waterways Experiment Station (WES) - The WES manages and executes about 85 percent of the USACE Civil Works Research and Development Program encompassing the technical areas of hydraulic, coastal, geotechnical, structural, environmental engineering, and information technology. Its mission is to conceive, plan, study, and execute engineering investigations and research and development studies in support of the civil and military missions of the Corps of Engineers and other Federal agencies.
