Overview of State Regulations

          Pennsylvania has adopted federal asbestos regulations. Allegheny and Philadelphia Counties have their own regulations.

          State/Federal Agencies Involved with the State Asbestos Program

          The following agencies/entities have asbestos-related regulatory and enforcement responsibilities in Pennsylvania:

          A. The Department of Environmental Protection, Bureau of Air Quality (contact phone (717) 772-2333 , general phone (717) 783-2300) is involved in the following state/federal asbestos enforcement/requirements:
        • NESHAP/demolition/renovation/wet/tag/bag/bury
        • AHERA - collect and review plans for deficiencies, USEPA enforces regulations
        • site audits/inspections
        • laboratory and analyst requirements/certifications
        • sampling/site clearance requirements.

          B. The Department of Labor and Industry, Asbestos Division (contact phone (717) 772-3396, general phone (717) 787-5279) is involved in the following state/federal asbestos enforcement/requirements:
        • training courses - The state training course program for asbestos personnel is fully approved by the EPA Region 3.
        • certifications - training entities and workers
        • pre-abatement notifications/approvals
        • site audits/inspections - licensing checks

          Laboratory Requirements

          There are state-specific accreditation requirements for laboratories and analysts performing asbestos analyses.
