Overview of State Regulations
Arizona has state asbestos regulations for asbestos in all counties except three. Pima, Pinal, and Micopa are county regulated. The state is NESHAP-delegated by the EPA Region 9. Arizona does not presently have training courses for asbestos. Training courses for AHERA Certifications are offered through EPA Region 9.
State/Federal Agencies Involved with the State Asbestos Program
The following agencies/entities have asbestos-related regulatory and enforcement responsibilities in Arizona:
A. The Arizona Department of Environmental Quality, Air Quality (contact phone (602) 207-4553, general (602) 207-2316) is involved in the following state/federal asbestos enforcement/requirements:
- pre-abatement notifications/approvals
- review of abatement designs
- NESHAP/demolition/renovation/wet/tag/bag/bury
- site audit/inspections
- sampling/site clearance requirements
- transportation
- disposal
B. The Arizona Department of Safety and Occupational Health (general phone (602) 542-1770) is involved in the following state/federal asbestos enforcement/requirements:
- OSHA/worker safety/medical surveillance
