Abstract:

The Office of Solid Waste (OSW) is part of EPA's Office of Solid Waste and Emergency Response (OSWER). OSW is involved in the development of programs dealing with the regulation and management of hazardous, non-hazardous, and special wastes. OSW provides technical assistance for Resource Conservation and Recovery Act (RCRA) activities, proposes rules dealing with solid, hazardous, and special waste management issues, reviews policy options related to siting of RCRA facilities, and is involved with expanding public involvement opportunities during the RCRA permitting process. The Office also furnishes technical assistance in the development, management, and operation of solid waste activities, and analyzes the recovery of useful energy from solid waste.

          OSW is involved with and provides guidance on a variety of hazardous waste disposal issues, such as: combustion, land disposal restrictions (LDRs), recycling, corrective action, waste management facilities, large quantity generators (LQGs), small quantity generators (SQGs), waste exports/imports, military munitions, State and Tribal programs, radioactive mixed waste, waste test methods, permits and permitting, transporters, waste identification, and waste minimization. The Municipal and Industrial Solid Waste Division of OSW deals with solid waste disposal issues, such as: municipal solid waste, solid waste recycling, source reduction and pollution prevention, EPA's WasteWi$e Program, and household hazardous waste, as well as special waste disposal issues for mining, medical, oil and gas waste.

          The OSW formed the RCRA Siting Workgroup to review policy options related to siting of RCRA facilities, and evaluate technical issues related to the potential risk in various geographic locations as well as environmental justice issues raised about RCRA facility siting. OSW is incorporating environmental justice provisions in its new Hazardous Waste Identification Rule-Contaminated Media rulemaking.

          The OSW is made up of the Characterization and Assessment Division, the Municipal and Industrial Solid Waste Division, the Waste Management Division, the Permits and State Programs Division, and the Communications, Analysis, and Budget Division.
