Overview of State Regulations

          Virginia has adopted federal asbestos regulations. State regulations contain additional requirements such as excursion air sampling during abatement work. The state is NESHAP-delegated by the EPA Region 3.

          State/Federal Agencies Involved with the State Asbestos Program

          The following agencies/entities have asbestos-related regulatory and enforcement responsibilities in Virginia:

          A. The Virginia Department of Professional and Occupational Regulation (contact phone (804) 367-8595) is involved in the following state/federal asbestos enforcement/requirements:
        • training courses - The state training course program for asbestos personnel is fully approved by the EPA Region 3.

          Laboratory Requirements

          There are no state-specific accreditation requirements for laboratories and analysts performing asbestos analyses. However, laboratories performing asbestos analyses must apply for a Virginia license. Analysts do not need a Virginia license if they are working for a licensed laboratory.

          Federal regulations require laboratories and analysts performing asbestos analyses to be properly accredited. Contact the two following organizations for accreditation information:
