Abstract:

Overview of State Regulations

          Missouri has adopted the federal asbestos regulations with added requirements that are more strict than federal requirements. Four local agencies have their own asbestos requirements. The state is NESHAP-delegated by the EPA Region 7.

          State/Federal Agencies Involved with the State Asbestos Program

          The following agencies/entities have asbestos-related regulatory and enforcement responsibilities in Missouri:

          A. The Missouri Department of Natural Resources, Department of Environmental Quality, Air Pollution Control (contact phone (573) 526-1541, general phone (573) 751-4817) is involved in the following state/federal asbestos enforcement/requirements:
        • training courses - The state training course program for asbestos personnel is fully approved by the EPA Region 7.
        • certifications - personnel and contractors
        • licensing
        • pre-abatement notifications/approvals
        • NESHAP/demolition/renovation/wet/tag/bag/bury - Delegated for most of the state.
        • site audits/inspections - Six regional bodies (Northeast, Southwest, Southeast, Jefferson City, St. Louis, and Kansas City) carry out most of the inspections for the DNR.

        • review of abatement designs

          There are no state-specific accreditation requirements for laboratories and analysts performing asbestos analyses.
