The Office of Wetlands, Oceans and Watersheds (OWOW) is part of EPA's Office of Water (OW). OWOW was created in April 1991 to integrate the protection and management of the Nation's watersheds, coastal and marine waters, and wetlands. OWOW combines the Agency's responsibilities for abating nonpoint source pollution; restoring and protecting wetlands, lakes, rivers, coastal and marine environments; and providing leadership for surface water monitoring and water quality assessment activities.
OWOW carries out a host of programs established by treaty and acts of Congress through the Clean Water Act; the Marine Protection, Research, and Sanctuaries Act; the Shore Protection Act; the Coastal Zone Management Reauthorization Act of 1990; the Marine Plastics Pollution Research and Control Act; and the London Dumping Convention.
