The Office of Management and Budget (OMB) evaluates, formulates, and coordinates management procedures and program objectives within and among Federal departments and agencies. OMB's predominant mission is to assist the President in overseeing the preparation of the Federal budget and to supervise its administration in Executive Branch agencies. OMB evaluates the effectiveness of agency programs, policies, and procedures, and ensures that agency reports, rules, testimony, and proposed legislation are consistent with the President's budget and with Administration policies.
The OMB is organized into five Resource Management Offices (RMOs), including the Office of Natural Resources, Energy and Science. RMOs develop and support the President's management and budget agenda, and provide ongoing policy and management guidance to Federal agencies. Staff in these offices become experts in their program and policy areas and are responsible for the analysis, evaluation, and implementation of policy options as well as the implementation of government-wide management initiatives. The Office of Natural Resources, Energy and Science contains the following branches: Energy; Science and Space; Agriculture; Interior; Environment; and Water and Power.
