Overview of State Regulations
Idaho has adopted Federal EPA regulations for asbestos. The state is NESHAP-delegated by the EPA Region 10. The state training course program for asbestos personnel is fully approved by the EPA Region 10.
State/Federal Agencies Involved with the State Asbestos Program
The following agencies/entities have asbestos-related regulatory and enforcement responsibilities in Idaho:
A. The Idaho Department of Labor and Industry, Division of Building Safety (contact phone (208) 334-2129 ext. 327) is involved in the following state/federal asbestos enforcement/requirements:
- certifications
- licensing
- pre-abatement notifications/approvals
- AHERA/schools
- OSHA/worker safety/medical surveillance
- site audit/inspections
B. The Federal EPA, Seattle Office (contact phone (206) 553-1757) is involved in the following state/federal asbestos enforcement/requirements:
- pre-abatement notifications/approvals
- review of abatement designs
- NESHAP/demolition/renovation/wet/tag/bag/bury
- AHERA/schools
- site audit/inspections
- laboratory and analyst requirements/certifications
- sampling/site clearance requirements

Laboratory Requirements
There are no state accreditation requirements for laboratories or analysts.
Federal regulations require laboratories and analysts performing asbestos analyses to be properly accredited. Contact the two following organizations for accreditation information:
