Overview of State Regulations

          North Carolina adopted federal asbestos regulations. The state is NESHAP-delegated by the EPA Region 4. Four counties have their own asbestos agencies.

          State/Federal Agencies Involved with the State Asbestos Program

          The following agencies/entities have asbestos-related regulatory and enforcement responsibilities in North Carolina:

          A. The North Carolina Department of Health and Human Services, Health Hazard Controls Branch (general phone (919) 733-0820) is involved in the following state/federal asbestos enforcement/requirements:
        • training courses - The state training course program for asbestos personnel is fully approved by the EPA Region 4.
        • certifications - personnel
        • pre-abatement notifications/approvals
        • permits
        • review of abatement designs
        • NESHAP/demolition/renovation/wet/tag/bag/bury - delegated
        • AHERA/schools
        • site audits/inspections
