Overview of State Regulations
Massachusetts has promulgated state and county asbestos regulations. The state regulations are more stringent than federal regulations in many areas. Cities may have their own asbestos regulations. The state is NESHAP-delegated by the EPA Region 1.
State/Federal Agencies Involved with the State Asbestos Program
The following agencies/entities have asbestos-related regulatory and enforcement responsibilities in Massachusetts:
A. The Massachusetts Department of Workforce Development, Division of Occupational Safety (contact phone (617) 969-7177, general phone (617) 727-7047) is involved in the following state/federal asbestos enforcement/requirements:
- training courses - The state training course program for asbestos personnel is fully approved by the EPA Region 1.
- certifications - individuals
- licensing - contractors
- pre-abatement notifications/approvals
- review of abatement designs
- NESHAP/demolition/renovation/wet/tag/bag/bury
- OSHA/worker safety/medical surveillance

Laboratory Requirements
The Massachusetts Department of Workforce Development, Division of Occupational Safety handles the state accreditation requirements for laboratories and analysts performing asbestos analyses.
