The Minerals Management Service (MMS) is a bureau of the U.S. Department of the Interior (DOI). The mission of the MMS is to manage the mineral resources of the Outer Continental Shelf in an environmentally sound and safe manner and to timely collect, verify, and distribute mineral revenues from Federal and Indian lands. The MMS assesses the nature, extent, recoverability, and value of leasable minerals on the Shelf, and ensures timely inventory and development, and efficient recovery of mineral resources.
The MMS is composed of two specialized programs-- the Royalty Management Program and the Offshore Minerals Management Program. All mineral revenue management functions are centralized in MMS within the Royalty Management Program, affording economies of scale and an integrated process for collecting, accounting for, and distributing revenues generated from Federal and Indian lands. The leasing and oversight of mineral operations on the Nation's Outer Continental Shelf is centralized in MMS within the Offshore Minerals Management Program.
