Abstract:

The United States Agency for International Development (USAID) is the independent government agency that provides economic development and humanitarian assistance to advance U.S. economic and political interests overseas. USAID supports programs in four main areas: Population & Health; Broad-Based Economic Growth; Environment; and democracy. The environmental programs support two goals, which are: reducing long-term threats to the global environment, particularly loss of biodiversity and climate change; and promoting sustainable economic growth locally, nationally and regionally by addressing environmental, economic, and developmental practices that are unstable.

          The Center for Environment of the USAID Bureau for Global Programs, Field Support, and Research coordinates all the Agency's environmental programs. The Center for Environment has three strategic objectives: Sustainable Living Resources, Sustainable Urbanization, and Sustainable Energy Systems which it promotes through the activities of its three offices: Environment and Natural Resources; Environment and Urban Programs; and Energy, Environment, and Technology.

          The Office of Environment and Natural Resources seeks to strengthen conservation and management of biodiversity; to promote the sustainable management of natural and managed forests; to support the increased and improved use of environmental education and communication strategies, methods, and tools; and to encourage the increased conservation and sustainable use of freshwater and coastal resources in key countries.

          The Office of Environment and Urban Programs promotes sustainable urbanization in developing countries by providing assistance in developing more effective municipal governance, waste management, urban and industrial pollution prevention, and locally-based financing for housing and infrastructure. UP focuses upon three primary issues: improved access to environmental services and shelter, especially for women and children in low-income communities; improved urban management; and reduced urban and industrial pollution.

          The Office of Energy, Environment, and Technology helps developing countries increase environmentally sound energy production to counter the growing threats from global climate change, acid rain, and urban air pollution. EET's sustainable energy efforts address energy efficiency, renewable energy, private sector development, technological innovation, training, and capacity building by tapping U.S. expertise and by promoting private sector initiatives in developing countries. In addition, the Office promotes enhanced and more effective energy policies and regulatory frameworks to encourage trade and investment in environmentally sound sustainable energy production and technologies.
