The Office of Underground Storage Tanks (OUST) is part of EPA's Office of Solid Waste and Emergency Response (OSWER). The mission of the OUST program is to protect human health and environmental quality by creating conditions under which good management of underground storage tank (UST) systems is common business practice. The goals of the OUST include:

          1. Prevent the creation of a new generation of leaking USTs by requiring that they be protected from corrosion, protected against spills and overfills, equipped to detect releases, and be properly installed and maintained. Under EPA regulations, USTs that do not already meet these requirements must be upgraded, replaced, or closed by December 1998.

          2. Ensure that UST releases are detected and cleaned up promptly and cost-effectively to the extent necessary to protect human health and the environment. Regular monitoring of UST systems by owners and operators will ensure that releases are promptly detected. The use of risk-based decision-making processes will help State and local agencies determine the extent and urgency of cleanup needed and the appropriate scope and intensity of their oversight.

          EPA's OUST historically has helped State and local governments build programs capable of ensuring that USTs do not threaten human health or the environment. OUST has provided financial support and extensive technical support for UST release prevention and cleanup programs. EPA's program has now entered a transitional period in which the Federal role in supporting State and local programs will change and eventually diminish as the Agency's major objectives are reached. EPA expects to continue working with State and local agencies to implement and enforce UST requirements well beyond December 1998.
